The newly established Hyndburn Neighbourhood Board has begun its work to shape how up to £20 million of government investment will be spent in Accrington over the next ten years as part of the national Plan for Neighbourhoods programme.

The board is responsible for overseeing the development and delivery of a long-term Regeneration Plan, focused on improving neighbourhoods, supporting local priorities, and making Accrington a better place to live, work and visit. The programme builds on the significant regeneration work already underway in the town.

Chaired by Andy Tatchell, a well-known East Lancashire figure with a strong track record in local government regeneration strategies and community engagement, the board will include representatives from public services, local government and the community. Additional members from the education, community and business sectors are currently being identified to ensure the board reflects a broad and balanced mix of voices and expertise.

Andy Tatchell, Independent Chair of the Board said:

“This programme is an opportunity to build on the progress already made in Accrington. We will be focused on making good decisions, based on local knowledge and shared priorities, to ensure this investment brings real and lasting benefit.”

The Board’s work is supported by Hyndburn Borough Council, which acts as the accountable body for the funding and ensures compliance with relevant regulations. A detailed Regeneration Plan will be developed over the coming months, with submission to government due in November 2025. Subject to approval, the first phase of funding is expected to be released in April 2026.

This project is funded by the UK Government through the £1.5 billion Plan for Neighbourhoods programme, which supports 75 areas across the UK to deliver improvements that matter most to their communities.
