Hyndburn Borough Council has approved a new Culture and Heritage Strategy that sets out a clear and ambitious plan for how culture, creativity and local heritage will shape the borough’s future over the next five years.
Developed by the Culture and Heritage Investment Panel, with input from residents, artists, local organisations and national funders, the strategy celebrates everything that makes Hyndburn distinctive. It recognises the borough’s proud industrial roots, strong communities and rich cultural talent, and puts culture at the heart of local life.
The strategy focuses on three big ideas. First, making sure more people can take part in culture by removing barriers and opening up opportunities. Second, supporting creative jobs and skills so that culture is part of our economic future. And third, bringing new life to our historic buildings and stories by connecting them with the present day. At the heart of the plan are three simple values: creativity, community and connections.
Councillor Kimberley Whitehead, Deputy Leader and Portfolio Holder for Culture, Heritage and Sport, said:

It celebrates what is distinctive about Hyndburn and sets out how we will support culture and heritage as part of our borough’s regeneration and wellbeing. From heritage buildings to grassroots creativity, this is about making space for everyone to be involved and inspired. The strategy will guide future funding bids and investment, supporting both large-scale projects and local initiatives. It positions Hyndburn as a borough where culture brings people together, strengthens pride in place and creates new opportunities for all.
