Hyndburn Borough Council (HBC),are thrilled to announce the commencement of the tender process for selecting a construction partner for the highly-anticipated Accrington Town Square scheme. Set to begin construction works later this year, this transformational project represents a significant milestone in the ongoing efforts to revitalise the heart of Accrington and enrich the local community.
Procurement will follow the procurement strategy developed for the scheme in 2022, and that informed the Levelling Up bid, utilising the SCAPE framework.
The Accrington Town Square scheme encompasses three iconic heritage sites within the town centre: Market Hall, Market Chambers, and Burtons Chambers. These historic buildings are set to undergo a comprehensive programme of improvements and repurposing, breathing new life into their spaces for the benefit of the local communities.
A key evaluation criteria for the procurement will be the delivery partners commitment to social value and to having a positive impact on the Accrington community. The selected delivery partner will play a pivotal role in supporting and advancing the social value initiatives that are being developed for this scheme.
Funding for this project was secured through a successful bid for the Levelling Up Fund (LUF) earlier this year, with additional matching contributions from Lancashire Borough Council and UKSPF. This substantial investment underscores the importance of Accrington Town Square as a hub for the Lancashire region, and the heritage sites as focal points of cultural and historical significance.
